The term 'target vehicle' is a standard in the insurance industry, and refers the cars that are targeted for theft and vandalism. My 1987 Rx-7 turbo was a target vehicle, and the insurance agent needed to see the car and take pictures. Cars like the Camaro/Firebird, Corvette, Rx-7, ZX, Buick Riviera, etc., are always in the top ten theft list, and are almost always target vehicles. Insurance companies base their target vehicle list on statistics, not on the performance of the vehicle. Interestingly, Ferraris, Porsches, and other exotics are not usually in the top ten list becuase there is a very limited market for their parts. F-bodies are all over the place, and it is relatively easy to dump stolen F-body parts.
