As secretary of my local chapter of the MCA I review many chapter newsletters. Somewhere, I have read about a way to "pop" out the dents caused by the license plate frame. If I can dig it up, I will publish it here. It involves using heat from a 1500 watt hair dryer and a gloved hand gently heating and pressing around the dent until it pops out. I don't know that I would try this myself except for knowing the bumper will have to get repaired anyway if it does not work. One preventative measure I have seen is to remove the license plate frame, turn it upside down and remount it. This moves it below the bumper. You will have to bend the frame slightly or add 1/4 inch spacers to fit properly. I have not heard whether this mounting position causes any increase in operating temperature. I prefer to run without the plate and say it fell off. Mangle your plate then show it to them. Works every time.
