Not all of us Marylanders keep their tops raised...  With the exception of
driving others around (who can't understand the hot-fudge-sunday affect),
I tend to keep mine down...  I've noticed the same thing though...  I've
only seen one other Miata on the way to work who habitually keeps his top
down...  (Do you go westbound on 32 in the mornings?)

Actually, I'm cheating...  My main winter car is a '79 Subaru Station Wagon
with 4wd...  My main worry about driving in the winter isn't the cold, but
the junk they throw on the roads whenever a little bit of snow falls...  I'm
not worried about Puff (the tragic wagon) getting scratched from the dirt,
but I'm protective over my Miata...
