Subject: seatbelt warning buzzer

Ok...is my dealer wrong or right?  When I enter the car, buckle up, and
then turn on the ignition, the seat belt buzzer *always* buzzes for a
short time (even if someone else sits in the passenger seat, already
buckled up).  I claim it didn't always do this, he claims it did.  (We
never seem to think to try it out on any cars at the dealership.)

On a 1993 I tried today, B package, it didn't buzz!  So....do all 90's
buzz (like my dealer claims), or is mine dysfunctional?
