I have a '90 model (A or B package -- I can't remember which is which -- mine's got all the '90 stuff except for cruise control, electric windows and a CD player) which behaves as you expect. If you get in the car (no key in the ignition yet), close the door, put on the belt, insert the key and start the car you never hear the buzzer. If the driver's belt isn't fastened (regardless of whether anyone's sitting in the seat) it buzzes for about 4 sec. after starting. If either door is open when the key is just in the ignition it buzzes indefinitely.
