In response to James Barrett and others, here are the particulars:

Actually the part is a diode, Radio shack part # 276-1114, comes in a pack of
3 for about $1.50.  Share the other 2 with friends.

The diode is rates at 2.5 amps minimum at 1 kilovolt.

First remove the metal panel below the steering column.  Two phillips screws
and slide forward to drop.

Next locate the large 16 pin connector.  You need to either twist the
connector so that you can see the main car harness side or very carefully
trace the wires through the connector.  It seems that the wires may change
color as they go through the connector.  A different vender was used to supply
the comination switch so the wires may change color.  (I had to be very
carefull as there was no slack in mine but I got it right with no problems)

Then find the red/white (red w/white stripe) wire on the main harness side.
Also find the white/black (white w/black stripe) wire on the same side.  **
NOTE ** the diode is striped, this indicates which direction the current is
allowed to go.  THE SILVER STRIPE GOES TOWARD THE WHITE/BLACK WIRE.

Simply insert the diode wires into the respective slots.  Press in as far as
you can without kinking the wire.  This will slide the diode ends into the
connector making the needed connection, no soldering required.  cover any
exposed ends of the diode with electrical tape to prevent shorts.

If you have a volt meter, the red/white wire will read 12 volts when the turn
stalk lever is pulled back toward you as in flash-to-pass mode.  It should
read 0 volts when the stalk is released.  The white/black wire should show 12
volts when the headlights are on and 0 volts when they are off.

I will try to simulate the diagram below, hope it comes out.

R/W is red & white wire

Now when you pull back on the turn indicator lever, the headlights should pop
up and back down again with the brights on.
