Try Mcguire's Plastic cleaner and polish.  It works great.  I used it
on my rear window and it restored so well that it is a good as new.
You can order it from several venders that advertise in Miata Magazine.
Unfortunitely, I don't remember whether you use the cleaner or the
polish when you have mild scratches vs. heavy scratches.  I used the
polish (I had only mild to moderate schraches and hazyness) and as I
said it works extremely well.  You should also be able to clean the
inside of the plastic window with it as well.  Price is about $8.00
per bottle and it lasts for many uses.
