IMHO, the best place to relocate the front plate to is  under the drivers seat.
I've had good luck  explaining my way out of tickets for it, and it
seems to help to be able to pull out the plate and quickly attach it finger-tight
to the bumper.
"Uh . . . you mean I HAVE to have the front plate on?  Well it's here under the
seat . . . I CAN PUT IT ON RIGHT NOW. . . "
