You could try "3M weatherstrip adhesive -yellow". When the side moulding on my Jeep cherokee fell off, I tried all types of contact, epoxy and cyanoacrylate adhesives to no avail. The 3M product was recommended by a Jeep mechanic and worked. Not the same problem as yours, but the adhesive is an automotive product, is a flexible contact adhesive, waterproof and bonds well (side moulding still on tight more than a year later, despite all weathers), and didn't appear to dissolve the paint or the plastic moulding. If you're worried you could try it out on a scrap piece of vinyl first.
