Subject: wet brake performance degradation

a friend has a 93 base model and is experiencing a
lack of braking for 3-4 seconds when first driving
after a rainstorm.  she's driven to an office bldg
for a meeting.  it stormed.  on the way back, she had
this 3-4 seconds of brakelessness when she first really
applies braking.  this kinda disturbs me that one
can have such problems merely from being in a t-shower.
i could understand it if the wheels were immersed, but
this was not the case.  any others with similar probs?
any ideas?  she's planning on taking it to the dealer,
but she'll probably have to leave it during a rainstorm
for them to play around.
