Yeah, in principle the pull-over-and-let-them-by technique is great - except
(1) on many urban roads, the roads have been expanded to the point that
there's no shoulder to pull over to; it's solid traffic lanes from Jersy
wall to Jersey wall (example: I-295 in DC, which my poor suffering wife must
drive daily to/from work).  (2) in an urban area, when you can pull over,
you might as well shut it off and pick up something to read - you're going
to be there for a LOOOONG time until you get a break in traffic to pull out
again.  Urban roads, streets, etc. are often over their capacity to
comfortably absorb traffic nowadays.  Don't ask me - I don't have any easy
solutions.  I just recognize the problems, like everyone else.
