I think I used my A/C once in a rain (and not a heavy one at that) to help
defog the windows. I've also used it once or twice during the winter to help
dehumidify the interior. I've driven in heavy rains (hydroplaning? -no- I think
I'm being washed away) without any problems of the windshield fogging (vent
switched for outside air (not always fresh ;-))). The only real problems with
fogging I have encountered are when lots of snow gets in the car and then 
melts or when lots of water gets in during summer rains.
