Subject: poor idle

A couple of weeks ago a had this experiance.   Started car (no problem here) / 
temp -25 F . Drove one block engine stops. Tried to restart .... gas pedal frozen in 
the up position. Open hood loosen throttle linkage. Restart car engine revs to 
red-line. turned off ignition. Step on gas..ok. Restart car drive away no futher 
problem (on this particular day).
Now I have the following symptoms:
when cold engine runs for 2-3 min and stalls (only when idling and very cold  10 F 
and colder) -only happens one time in the morning after sitting at night
when warm idle varies 750-950
Is this the idle control which is being refered to?
other ideas?
