$0.02 more on running lights. Last night I was talking to my neighbor, a Colorado State Trooper, about the use of running/parking lights. He said that using them is perfectly fine - as long as you are parked. It is illegal in Colorado to use only your parking lights while driving. Although it is not a primary offense (they won't usually ticket you for it), they do often use it as an excuse to pull you over if they suspect you for something.
