Yes, my roll bar is below my helmet. 
I don't think it is possible to meet the SCCA requirements  for rollbar, helmet and
harness if you are of average height.
I have a Simpson Snell90 rated helmet that is somewhat large - I am 
not particularly tall (5'10"?).
Without a helmet my head is roughly parallel with the top of the roll 
bar - i.e. about 2 inches too high for comfort.
I don't see any way that a taller roll bar could be installed in my car -
but I'd like to know from anyone that has figured out how to do all
of this.

IMHO, you'd have to have a deathwish to wear a harness in a Miata
