(or something like that... I can't quote exactly) That is interesting John, it would be impacted by the use of Rain-X which really reduces the need for the windshield wipers significantly. I wonder what kind of confusion that would cause in traffic court (I actually doubt such such an issue would get to court). However it makes sense based on the need to improve visibility. If you can't seeout of your windshield because of rain either the wipers or the lights might help. How is one expected to know the local laws (I am anticipating a trip to Georgia in July)?
