I would recommend the National Motorists Association.  They are
a watchdog group that keeps its members abreast of any "anti-driver"
legislation at both the federal and state level.  
Examples include speed limits, junker-car laws, mass-transit
efforts at the expense of motorists, anti-radar, etc.  They also offer 
some very valuable information on fighting speeding tickets.  

One thing you get when you join is a "Motorists Guide to State Traffic
Laws."  It also tells what type of speed detection is used in each state 
as well as known speed traps.  The newsletter is bi-monthly.
