Many states have laws requiring lights to be turned on in inclement weather.
I believe Georgia requires lights to be turned on whenever the windshield
wiper is on.  I seem to recall Maryland having a similiar law.

If this is the only arguement for those that believe blinding headlights
are the pinnacle of safety, then their position is not very sound.  We
must remember that the authors of these stupid laws also gave us 
insanely low speed limits, motorized mouse belts mounted to the car door,
zombies crawling in the passing lanes, income taxes,.....
