How about the replacement plates that you see in the back windows that
say "Stolen" (or "lost") "plate  123XXX"  Are these legal?  Maybe not,
but if so, they are certainly "make your own" plates.  I'm not so sure
that making your own plate might not be legal.  It probably depends on
the state in question, but I would think that some would allow it if
only due to poor ordinance-writing skills.
