The same is pretty much true here in the L.A. area.  I've never figured
it out.  The tops seem to come down most in very warm or hot weather,
but most have the tops up no matter how perfect the weather is.  It's
unusual enough that I usually notice the top-down Miatas (there are
tons of Miatas around here).
