Yes, the mud flaps use existing holes; in fact, in the '90 car there
is more mud flap than hole!  That is to say, in the rear (I think) flaps
there is a hole in the middle that is smaller and positioned in a different
place than the hole in the fender.  I just fastened the top and bottom
bolts and left the middle one off...it's worked great that way for more
than two years!
