 I don't know about that...  As noted by Jeannie,
When the fan is off and the temperature lever is to the
far right (really hot), I notice a very small amount of
hot air coming through the vents.  When the lever is at
the far left, then ambient air comes in.  Since it's a
lot more pronounced when one is driving at high speeds ,
it may be that the outside air is being rammed through the
intakes a bit, even though the fan is off.

(It's generally ok, but this morning when it was 28 deg F
overnight and frost on the grass this morning, it's a real
pain until it heats up.  Probably less of a problem in 
southern CA, however... ).
