Aha, someone to ask this burning question:  Why, when you enter
PA, is there a big sign that says "Speed Limit 55: Radar Used for
Your Protection"?  Am I being protected against arbitrary speed
judgements that would occur in the absence of radar?  Or am I
being protected against the horrible consequences of driving
over the speed limit, which, now that I am warned that radar is
is in use, I will redouble my efforts not to do?
