If I was running the police dept. *AND* I wanted quotas on my police force
*AND* I didn't want the general public to know about it, I would either
rotate when the quotas were counted/due, or make that time the MIDDLE of the
month so that it was less suspicious...  Maybe even rotate it 6weeks not 4
weeks or monthly...  *AND* something tells me that whoever controls quotas
(if they exist) is at least smart enough to have figured this out too.  Or,
their MOMS gave 'em the tip  :D
