The lawsuit is spurious, and will lose, IMO.  I wouldn't want to
surrender my car to some moron who would probably put the wrong wheels
on the dyno.  But your only other choices are to move out of the state (PA,
DE, and VA have all rebelled against this new test), bribe an
inspector, or drive an unregistered and uninsured vehicle.   

(of course, the state and its employees are immune to all suits for
damages to the cars)
