I have not driven in Canada, but in the DC area there seemed to be a LOT of people either with DRLs or with their headlights on in the daylight. They don't blind me, but I do find them distracting-- I keep noticing them in my peripheral vision in the rear-view mirror. For cars approaching me, I can see that there's SOMETHING there further away, but I can't tell what it is until they are much closer than I could without DRLs-- the outline is lost due to the DRLs. At dusk, full headlights are appropriate-- many DRLs aren't, because they don't light the rear and side markers.
