I'll (sort of) affirm the statement RE: "running" lights being illegal in CA. I learned to drive there back in the '60s (yeah, it was a while back) and I seem to recall something like that in the motor vehicle code - they liked to ask that question on drivers license writtens, as I recall. In CA, at least at the time, the preferred term was "parking" lights - NOT "running" lights. One could not legally drive with only the parking lights on. Either it was sufficiently bright and/or visibility was sufficiently good that no lights were needed, or you used your full headlights. I gather the reason for this was to prevent people from using only the parking lights in extremely poor or dark conditions, but I'm not sure. I also don't know if the law is still this way in CA or not. If so, I imagine they'll come up with something to fix it. BTW, I seem to recall there being a seldom enforced law in CA RE: no aftermarket or non-stock modifications being allowed to a vehicle - in the name of safety. Anyone ever hear of that one?
