I don't have any idea why you want to do this, but all you have to do is 
install a diode between the wires that go to the high and low beam lights.  
If you install the diode the right way, both lights will go on when high 
beam is selected, but only the low beams will go on when low beams are 
selected.  If you install the diodes backwards the opposite will be true.  
Go to Radio Shack and get the largest diodes they have in stock, and 
everything will be fine.  This might cost as much as $5 for both diodes.
