I know in California technically it's not "when you turn 25," but "when you acquire 9 years of driving experience," according to my insurance agent (State Farm). You only get the discount at the age of 25 (which I just "turned" last week!) if you started driving at 16 (which I did yippee!). I don't think they include learner's permits when they determine your driving experience.
