While vacuuming (Hoovering, to the Brits on the list) the trunk on my '95
Miata, I lifted the floor carpeting and discovered a set of locking wheel lug
nuts, tucked into a little brown envelope!

They are apparently standard with the car (at least with the PEP package,
which includes alloy wheels), and my dealer had failed to install them.

I don't know how common this is, but if your Miata came with alloy wheels and
does not have locking lugs, check the trunk. The matching key was also in the
envelope, along with a special tie wrap to attach it to the tire wrench.
