Putting on the brake puts a load on the system to drain any capacitance. I ran into the exact same problem with the K&N cone filter, I was fortunate to have another airflow meter (about 10k miles on it), after switching the meter the problem went away. IMO the filter has a different flow rate and the resistor in the airflow meter sits on a different spot at idle. This could be a worn spot that may not be noticed with the stock filter. The car I saw the problem on had just under 50k miles.
