In California there are actually signs in the middle of freeways that say:

-----------
| Slower  |
| Traffic |
| Keep    |
| Right   |
-----------

It does not say you are expemted if going the speed limit.  Unfortunately,
based on CA drivers habits, CA leads the nation in functional iliterates.

BTW, I always thought this would make a good license plate "STKR" but then I
would have to explain it to everyone.

In CA it is very annoying when you HAVE to drive in the slow lane to get
anywhere.  Try driving I-5 during the holidays.  When traffic in the fast lane
starts to back up trying to pass a semi in the slow lane.  People start flying
by in the slow lane and then cut into the fast lane at the last minute.  Chain
reaction in the fast lane is to break creating another hole for the next car
flying by in the slow lane.  This is totaly unsafe.  I do it, and I will
continue to do it until they start enforcing the law.  The law says that you
cannot pass on the right.  I wish they would enforce the law.  And I wish
people would use the fast lane as a passing lane ie speed up when passing, then
move over and slow down.  I bet there would be a lot less accidents.

This is not intended as a flame,  I just think some drivers are under-educated.
 Safe driving requires the active participation of all drivers.  Most of the
laws make sense and are there to protect people.  Using the left lane as a
passing lane only is one of those laws.
