Actually, Rick, it is legal to pass on the right on a multi-lane road (i.e.
two or more lanes in BOTH directions) unless otherwise specifically posted.

Additionally, CA requires that if there are at least 5 vehicles behind you,
you have to pull over as soon as it is safe to do so, and let them pass.

I spent 12 years in Germany and if someone flashed their lights behind me,
I got over very fast. Once, I was heading down the autobahn at about 95 -
100 mph, saw a flash in the distance behind me, got over immediately, and a
911 blew by me like I was standing still!
