Good old Darwin, always willing to lend a hand to law enforcement :-) Problem is, there really aren't any consistent rules to the road left. 21 years of Speed Limit 55 has destroyed them with other rules like "Stay out of the left if you drive fast, or a cop will nail you" and "I'm doing over the speed limit, I can park in the left if I want". Trying to follow any reasonable set of rules is only going to get you stuck behind traffic you could have easily moved around if you'd taken the chance to go around on the right. And moving to the right to get out of the way sometimes is counterproductive-- case in point, I was on I-70E the day after Thanksgiving, doing about 80 in the left lane (having just passed a few people). I checked my rear view and unusually, there was someone about a quarter mile back and gaining on me. I signalled a right, but he'd already assumed I wasn't going to move and was moving right himself.
