WRT purchasing body panels and the like "over the counter":

We (DelVal) had an incident recently where a club member was denied her 
club discount with a particular dealer for some body work she needed to 
have done. It turns out that it is basically impossible to obtain body 
panels at other than list, *because* of insurance companies. We now have a 
disclaimer in the dealer discount section of our newsletter specifically 
excluding insurance work and body panels. Oh, we did manage to iron out the 
difficulty between her and the dealer. She understood their point, just 
felt that the ad in the dealer discount section was a bit misleading.

BTW, the insurance company assumes that any replacement body panels used 
will be of the least expensive variety available, usually made by an 
aftermarket company. On some cars (General Motors springs to mind), you can 
get an estimate from the insurance company where the parts section of the 
bill is 50 percent or so of the actual cost of the body panels, if you use 
panels from the car maker.
