Could it be that bypass valves aren't } necessary on lo temp thermostats? >From the information in the shop manual, it appears that the small valve is designed to open at a lower temperature than the large one -- I'd speculate that it allows for closer regulation of engine temperature, which probably isn't as critical if you're not maintaining such a high temperature in the first place.
