Herb, although I don't think the tires and rims by themselves weight enough to flat spot the tires over winter, your idea of laying them flat might be better. Another idea would be to make a tire rack out of pipe or 2x4's and store them up in the air perhaps high enough to walk under. If the tires and rims are stored flat on a concrete floor, you might have moisture accumulate under the tires allowing mildew growth on the tires or rusting the rims if they are steel. IMHO.
