I had the exact same problem with my 91 Miata.  Car running ok 

(better in dry than wet) shudder in the low revs, but ok in high.  

Inconsistant problem.  Some stumbling and then jumping up with the 

power.  I replaced my spark plugs to find that one of the plugs was 

fouled (drowned in unfired gasoline).  Thinking it was the plugs (the 

wires were less than 40K old) I replaced all four and it changed 

absolutely nothing.  My next guess was to replace the wires.  I 

bought a new set of factory wires from the dealer for about $60.  5 

minute fix in dealer lot and the car ran perfectly.  Hey while you're 

down there replacing the wires, do the plugs as well Bosh platinum 

tipped are excellent and with any luck you'll get a lot of milage 

from them.  If it is not the plugs or wires then the coil pack is the 

next guess, but that's about a $300 fix not including labor so try 

the plugs and wires first.
