Caveat Emptor, but I think the logic backs up their statement. 4 tires at full threshold braking will bring the car to a stop faster than 4 tires that are alternatly braking to threshold and then releasing pressure. It would probably require a driver who can threshold brake effectively to beat the ABS, but the original question asked about a skilled driver, not the average schmo on the street.
