Just curious, does anyone know why this is the case (i.e.normally off)?  My

GTI needs the ignition to be on for the headlights or horn to work.  The

headlights don't bother me, but not being able to sound the horn unless the

ignition is on seems to be dangerous (my wife once tried the sound the horn

when a car in a mall parking lot almost backed into my parked car, but she

couldn't because the ignition wasn't switched on).
