It's the hesitation the prevents it :) My technique is simple; rev to something above 6,000 (redline preferred), upshift as fast as you can, dump the clutch and simultaneously hammer the gas. The revs won't have had a chance to drop too far and the energy the engine is carrying, combined with the reapplication of power will bring the wheels quickly up to engine speed rather than vice versa. The tires slip slightly as the clutch catches and you get the chirp. Note: If your name is Shiv or Reijo, you very likely get a somewhat different result involving fishtailing, smoke-boiling, neck-snapping and lots of grinning.
