You'd need robot-cops for that, I'll take a human any day of the week. 
Luck of the draw of the cop liking you is just part of the whole thing,
otherwise if we had to be "fair" then the car itself would have to
ticket you when you exceed the speed limit and automatically bill your
credit card <grin>

As far as your final statement "Tom is correct on his point".... I hate
to point it out to you but.... your statement ain't all that helpful
when both the parties involved are named Tom <vbg>!
