PCA at Roebling bases passing on group level. Everyone passes on the front
straight after getting a wave by. If you don't get a wave by after a while you
pit and get away from the guy. You also tell the pit out guy to inform the head
instructor that the instructor in that car is not doing his job by reminding the
student to look in his mirrors and allow passing.
The upper groups get to pass on the short chutes, again with a wave required.
