Max,

I'm assuming the pump already reduces power assist at higher RPM, as I   
have been told it does.

So, if you want the drop in power assist to cut in sooner (lower RPM),   
you have to change the pump speed to crank speed ratio by speeding up the   
pump, thus a smaller pulley.
