It seems that the dialog is pretty much roll bars - all or nothing.

What if folks without roll bars could get on the track, but in a more 
controlled manner than those with.  For example, with roll bars you 
eventually get an open track, without you must follow a conga line led by 
an instructor all day - at exciting but not banzai speeds.  If the choices 
were: get a roll bar, or follow an instructor on a road track, or no track 
experience at all, folks could get some track experience before having to 
go for the roll bar.

I know I'm going to get flamed - an open track is great, but no track at 
all would be a real loss.
