Hi Bill,
It is the piece of metal, fixed on the buckle and bolted on the middle tunnel that broke in two pieces.
I saw my Mazda dealer yesterday. He told me that this does NOT affect the safety of the car, as this piece of metal is just supposed to hold the buckle up (in fact my buckles lay on the seat if not in use).
It was the first time ever a customer reported this problem. The price for a new buckle is about 30 USD. I will not change the buckles.
