Jerry, correcting the steering wheel being off-center does
not involve rotating the wheel itself. There are threaded
adjustments on the steering shaft (same adjustments that
change toe-in and toe-out).
To change toe you screw one in or out which changes the bars
length and affects the toe. To correct steering
misalignment, you screw one side in, and the other out.
This keeps the steering shaft the same length, but changes
the center position.
Bottom line is that the alignment tech screwed up. This is
a very easy adjustment and one he should have checked for.
Since you paid for it, the alignment shop should fix it.
OTOH, you might want to do it yourself instead of giving him
another chance to screw up. It only takes five minutes.
