Mazda says a lot of things.

Basically, just because it isn't a plug-in solution doesn't mean it isn't
possible.  There is no logic in the wheel, it just receives an electric
current which ignites the propellant which deploys the bag.  The wires
have to mate up, and the trigger current has to be equal to or greater
than what is necessary for the bag to go off.  That's about it.  There are
other considerations, but I think the bags would be similar enough that
they would be non-issues.  After that it's a question of the spindles
matching, and finally the real issue; cost.  The wheel and bag for the '99
will be pretty expensive.
