I know exactly what that is. It fell off on mine too! I was going to
throw it out then thought better of it. Turns out it is.....
Used in the glove box design on the 99. When the glove box opens,
the two stops (one on each side) that make it stop at a roughly
horizontal position when open, are covered with this little treaded
rubber 'donut'. It basically cushions the blow as the box falls open,
and protects the plastic stops from snapping off due to a sharp
impact loading if the glove box is very full and just let to fall.
Stick it back on. I also suggest gluing it on, b/c it seems the kind
of item that could fall off again. (another cheap mazda touch
on the 99!!)
