Mine is the same way.  I haven't proven it, but I think it's been
sandblasted by it's previous history in Florida.  Having been repainted it
is hard to look at the paint to prove it, but I'm thinking the windshield
is just lightly etched.  I remember seeing a place that said they could
polish car windows, that should work, I've just not been ambitious enough
to try it.
